What kind of cell phone is best for kids?

My nine and thirteen years old granddaughters both want a cell phone for Christmas. I'm thinking about getting them a TracPhone, but I'm not sure. I don't want my thirteen year old to run up a large bill in texting, and my nine year old is a bit of a tom boy so I'm picturing her cell phone broken a week after getting it. Any suggestions?
