Floyd demanding a blood test from USADA when he is using an illegal substance based on USADA?

I've been saying this for days. Whatever though it's just falling on deaf and dumb ears. Xylocaine is allowed by the NSAC up to withing 14 days of fight night, Xylocaine helps Floyd continue his outstanding career and make millions, this same NSAC that helps Floyd is not competent enough to test Floyd. Rules are rules right? NSAC allows Floyd to inject his hands with synthetic cocaine and that's final, NSAC says no blood testing and that is also final.
